Inside Higher Ed’s 2025 Survey of Campus Chief Technology/Information Officers, conducted with Hanover Research, reveals how higher ed’s tech leaders are navigating a landscape shaped by innovation, constraint, and urgency. From AI governance to cybersecurity and staff retention, this year’s findings offer a candid look at how institutions are preparing for an increasingly digital and demanding future.

Key findings include:

• While 59% of respondents are part of the president’s executive cabinet, only 53% feel their insights are strongly leveraged in strategic planning.
• 60% of CTOs say outdated infrastructure is hampering their ability to modernize campus technology.
• Only 11% of institutions report having a comprehensive AI strategy, and fewer than half offer students access to GenAI tools.
